Combine tartar sauce ingredients in small bowl; set aside.
Brush both sides of fish fillets with 1 tablespoon oil; sprinkle with seasoning blend. Heat remaining 1 tablespoon oil in large nonstick skillet over medium heat until hot. Add fillets; cook about 3 minutes per side or until fish turns opaque.
Layer lettuce, tomato and fillets on 4 bread slices. Top with tartar sauce. Close sandwiches.
